Rutgers, The State University of New Jersey, is seeking an Program Development Specialist to report to the Assistant Director at the National Transit Institute (NTI). This position will be responsible for completing a variety of projects included in NTI's annual work plan. Among the key duties of this position are the following:Provides advanced knowledge, understanding, and skill in the planning and implementing of advanced technologies, transit related planning, procurement science, safety and security, or other disciplines critical to the management and operation of public transit systems and organizations.
Directs the work of curriculum development teams consisting of NTI staff and/or external subject matter experts to develop, implement, and evaluate training programs and materials.
Monitors and seeks to improve the effectiveness of NTI's training courses and materials and explores various delivery methods for adult learners.
Develops content, designs content output, reviews training outputs and recommends proposed work plans to meet current and future industry training needs.
Works with other NTI staff and collaborates with external organizations to lead curriculum development and implementation. Relevant external organizations include the Federal Transit Administration, transit systems, labor unions that represent public transportation, and transit industry associations.
Represents NTI at various industry meetings, committees, and conferences.
Manages assigned projects to ensure projects are completed within the budget and reviewing project budget reports for accuracy.
Prepares project status reports for internal and external distribution.
Other administrative duties as assigned to meet the program deliverables.
Home Location Campus: Downtown New Brunswick
Preferred Qualifications:Preferred master's degree in instructional design, educational technology, public administration, transportation planning, civil or systems engineering, public safety, or other pertinent discipline; and/or professional certifications in the areas of planning preferred.
Preferred relevant transportation or public transportation industry experience; working in or for the public transportation industry that includes: planning and implementing advanced technologies; conducting transit related planning, project management, procurement, and/or safety and security; or designing, customizing, and delivering professional, workforce development, and educational programs.
Preferred knowledge of U.S Federal Transit Administration, Homeland Security, and/or other agencies' regulations, procedures, and operations.
Required Knowledge, Skills, and Abilities:Training experience in an educational or public transportation agency.
Proven working experience in instructional design and with instructional technology
Effective planning, project management, and execution skills.
Excellent communication and presentation skills for diverse audiences
Computer literacy to include (Microsoft Office, Adobe Acrobat) and graphics editing (e.g., Adobe, Camtasia, etc.) software.
Visual design skills (Dreamweaver, Photoshop, Illustrator).
