Department: High Intensity Drug Trafficking Areas (HIDTA)
General Requirements:
Master's degree in related field of project or grant. Broad and extensive technical experience in basic and applied research in project area. Wide knowledge and skill in applying principles and practices of management for technology based projects. Experience should include complex system design and ability to prepare formal grant proposals. Minimum of twenty years of experience writing Transact Structured Query Language (TSQL), preferred. Minimum of ten years of experience solving complex data problems and programing language C#, preferred. Minimum of five years of experience working with Spotfire server development, programing language Java, and applications that utilize Extensible Markup Language (XML) and JavaScript Object Notation (JSON), preferred. Experience working with License Plate Reader (LPR) Systems, preferred. Additional experience may be considered in lieu of education.
Nature & Purpose of Position/Usual Duties:
Works within the Houston High Intensity Drug Trafficking Area (HIDTA) Resource Initiative. Plans, administers, manages, directs, or coordinates all activities of Houston HIDTA databases. Responsible for the proactive database design, development, maintenance, and optimization of HIDTA databases to continually improve performance and plan for future growth. Develops new functions and features which may include but are not limited to data imports, data exports, development of new automation, development of dashboards or data extract.
Primary Responsibilities (Staff Positions Only):
Responsible for technical supervision and technical management of High Intensity Drug Trafficking Area (HIDTA) projects. Requires the ability to maintain liaison with private sector companies and government agencies related to HIDTA as well as establish a working relationship for enhancing data exchange. Duties also include proposal preparation for support submissions for continued and additional funding as needed. Responsible for the development, evaluation, and effectiveness of the project or projects. Works with License Plate Reader (LPR) Systems with law enforcement agencies. Writes Structure Query Language (SQL) queries, views, stored procedures and functions. Optimizes SQL server database performance in a high data volume real time environment. Designs and continually improves SQL databases, data flows and data structures. Tracks and projects database growth metrics and building plans for future growth of hardware, software and personnel. Designs, develops and maintains ETL data flows written in C# and deploys them as windows services, pull (API) and push (Webhook) data flows, and custom monitoring and alerting frameworks. Designs test strategies, test plans, test cases. Executes complex manual test cases. Builds and executes automated test cases that can be integrated into a CI/CD pipeline. Leads implementations of business intelligence and analytics solution. Architectural planning, installing and updating of Spotfire Server and its components. Develops Spotfire dashboards visualizations. Designs smart data and analytics solutions with multiple data sources. Provides oversight of processes and supervises 100-200+ law enforcement agency personnel for HIDTA. Performs other related duties as assigned.
